                             RESOLUTION NO. 19413
             
             
             A RESOLUTION DECLARING A MORATORIUM ON THE ISSUANCE 
             OF SIDEWALK VENDORS PERMITS TO BE USED IN THE AREA 
             NORTH OF FOURTH STREET AND SOUTH OF THE TENNESSEE 
             RIVER BETWEEN MARKET AND CHESTNUT STREETS UNTIL MAY 
             1, 1992 SO AS TO PERMIT THE CITY COUNCIL TO STUDY 
             THE PROBLEM OF VENDING ON PUBLIC RIGHTS-OF-WAY IN 
             THE RIVERPARK PLAZA AREA

                  BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF 
        CHATTANOOGA, TENNESSEE, That a moratorium on the issuance of 
        sidewalk vendors permits under Chattanooga City Code, Part II, 
        Section 11-372 be and is declared for vending in the area north 
        of Fourth Street and south of the Tennessee River between 
        Chestnut Street (as it would extend to the River) and Market 
        Street until May 1, 1992 so as to permit the City Council to 
        study the problem of vending on public rights-of-way in the 
        Riverpark Plaza area.
